What to send

The most useful message describes the situation rather than the requirement. What the system does, who depends on it, what worries you, and what has already been tried.

You will get one reply from a person who has read it. No sequence, no nurture track, no call booked before anyone has understood the problem.

If you are coming to this having already been let down by a supplier, say so. Knowing what went wrong last time is more useful to us than a requirements list, and it usually explains more about what you actually need.

If you are early and mainly want to think out loud, that is a legitimate reason to get in touch. Not every conversation has to become an engagement.
